Over the last decade, the Trust has been examining the relationship between records management and governance, particularly in the transition to the electronic environment.  The Trust’s Research Reports and Assessment Tools can be downloaded free of charge.

Since the management of money and people is fundamental to the accountability, transparency, efficiency and effectiveness of all governments, the Trust has given particular attention to financial and personnel records, both in the paper-based and electronic environments.   The Trust makes its findings available internationally, uses them as the basis for developing education and training programmes, and works with governments to apply the findings practically.  This cycle of research, education and training, and application is ongoing.    

The Trust's present research project, Fostering Trust and Transparency in Governance:  Investigating and Addressing the Requirements for Building Integrity in Public Sector Information Systems in the ICT Environment builds on previous initiatives

The premise is that if computerisation is to provide the basis for informed decision-making, effective service delivery and tackling corruption through increased transparency, the information generated must be reliable and trustworthy over time.  To learn more about how this can be achieved, the Trust has carried out a series of case studies, four in Africa and one in India that focus on the intersecting paper and electronic records systems that support the pay and personnel functions. This information gathered has helped to define the practical issues involved in managing the financial and human resource records as part of systems development and has highlighted generic issues. In addition to the case studies, the deliverables will include good practice guidance material, indicators to assist auditors in assessing the reliability of records systems and six new training modules.
